Which version of the College/University acronym "SOL" are you talking about? Tutoring programs? Privatized/subcontracted testing and lesson plans (a.k.a Sylvan)?
Distance Learning?
Shitty Mexican Beer?

Would this replace ABET accreditation? Or would it just make it easier to see equivalent courses between universities. I guess that would aid in transferring credits.

I doubt something like that would ever fly. There are way too many universities stuck in there ways. Even PSU, a "state" University, would never do it the way they were told.

I once heard an interview with an elder british statemen who served as the British Secretary of the Treasury und er Margaret Thatcher (so, the definition of conservative) say,
"I have found that any time you put 'neo' in front of a movement, it means 'Not'. That is the nicest thing I can say about the American 'Neo-conservative' administration."
